Fix is available in 4.9.z via rebase. Manually moving to ON_QA

Just a note for anyone tracking this publicly, this would actually have been fixed in 4.9.30 which bumped from Kube 1.22.5 to 1.22.8. It's being moved ON_QA so that our QE teams can verify this specific fix. We did not end up shipping 4.9.30 so 4.9.31 is the first version where this is available in a supported version.
