How reproducible:
100%

Steps to Reproduce:
1. Start an upgrade with multiple batches and relatively short timeout so that one of the early batches would time out
2.

Actual results:
Later batches timed out as soon as they started

Expected results:
Timeout should be calculated properly on a per batch basis
