Description of problem: The Update cluster modal includes a broken link. Version-Release number of selected component (if applicable): 4.11 How reproducible: Always Steps to Reproduce: 1. On a cluster with updates available, click `Update` 2. In the `Update cluster` modal, click `Partial cluster update` 3. Click the `Learn more` link 4. Note the resulting link results in a 404
