Description of problem:
PodDisruptionBudgets field help message block seems irrelevant

How reproducible:
Always

Steps to Reproduce:
1. Goes to Workload details page, check PodDisruptionBudgets and its value, for example goes to deployment/apiserver and apiserver pods details page
/k8s/ns/openshift-apiserver/deployments/apiserver
/k8s/ns/openshift-apiserver/pods/apiserver-546759c767-htrk6
2. click on 'PodDisruptionBudgets' field on details page
3.

Actual results:
the hint message for 'PodDisruptionBudgets' field seems irrelevant and it changes based on workload types

Expected results:
we should show correct helper message 'PodDisruptionBudgets'

PodDisruptionBudgets help message is now: PodDisruptionBudget is an object to define the max disruption that can be caused to a collection of pods 

the message looks more descriptive, verified on 4.13.0-0.nightly-2023-01-27-165107
