Proxy jobs run in an isolated network, the nc command does not correctly
use the proxy configuration defined in the system and the test
constantly fails.
We asked for skipping the test in https://github.com/openshift/origin/pull/27093, but please fix it if possible, thanks!

The test can be skipped for environments that require proxy settings.
