Description of problem:
Cloud init script edit add " hostname='' " when is should not be added

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. Go to create vm wizard
2. Go to review tab scripts
3. choose to see the sctript view of cloudinit

Actual results:
a hostname='' is aded even if the hostname is empty

Expected results:
if hostname is empty, it should not be added to the script

verified on v4.11.0-403(OCP v4.11.0-32)
