In there the solution assumes rhel9, but we have to support rhel8 as well so we will have to:

Suggested change to https://opendev.org/openstack/tripleo-heat-templates/src/commit/ae176c791f80bcd0c7f2d83e1a585bd041813941/environments/lifecycle/update-prepare.yaml#L10 could be to define the variable as in the example:

DnfStreams: [{'module':'container-tools', 'stream':'3.0', 'version':'8'}]
