Description of problem:
Hypershift + ovn with nodeport flow has couple of issues to start.
1. ClusterIp should not be set on nodeport service
2. Failed to get service as it searches it on hosted cluster and not management
3. Failing to set nodeport for ovnsb link

How reproducible:
install hypershift + ovn on agent provider

no ovn components are running
