.A 404 error due to a malformed URL was causing tracebacks in the logs. Previously, `cephadm` would incorrectly form the URL for the prometheus receiver, causing a traceback to be printed in the log due to a 404 error that would occur when trying to access the malformed URL. With this fix, the URL formatting has been fixed so hte 404 is avoided and tracebacks are no longer logged.
