Shall we move "Format" section on top of the TOC? If we are landing on this page directly from Google it is difficult to find the "Format" section change the format of the document. I find this common on all Red Hat Documentation after changing the page layout.  Of-course we get this option if we nagigate from  Products & Services -> Product Documentation -> Red Hat OpenStack Platform.
