There is no provision pod created and there are errors in hive-controller log. Could you help to take a look?

This is a known issue [1] that was fixed and backported to 2.5. Do you want it backported to 2.4?

Andrew, who did the original fix, will take it from here...

Published quay.io/openshift-hive/hive:v2.4.3227-74831db with operator bundles pushed to K8s and RH.
