Description of problem:
ffmpeg fails to decode any h264 video with openh264-2.2.0

Version-Release number of selected component (if applicable):
ffmpeg-free-5.0.1-6.fc36.x86_64
openh264-2.2.0-1.fc36.x86_64

How reproducible:
Always

Steps to Reproduce:
1. dnf install --allowerasing ffmpeg-free openh264
2. ffplay any_h264.mp4

Actual results:
Error message is displayed:
[libopenh264 @ 0x7f72200022c0] Incorrect library version loaded/0   
[mov,mp4,m4a,3gp,3g2,mj2 @ 0x7f7220000c80] Failed to open codec in avformat_find_stream_info
[libopenh264 @ 0x7f72200022c0] Incorrect library version loaded
and no video.

Expected results:
File plays correctly, including video.

Additional info:
openh264 was updated at the last minute to 2.2.0, while the GA ffmpeg-free packages were built against 2.1.1.
