Partial fix went in already via https://github.com/openshift/ovn-kubernetes/pull/1192/commits/6ff7b105037b93ac45956c9055b9becabf40983f that was tracked via https://bugzilla.redhat.com/show_bug.cgi?id=2105266.

last piece of this which is to reorder the cleanup of conntrack entries is being done via: https://github.com/openshift/ovn-kubernetes/pull/1220
