Please, branch and build package “cgnslib” for EPEL9

Looks like there is an issue with xml2:

/usr/bin/ld: calc.c.o (symbol from plugin): undefined reference to symbol 'reference@@LIBXML2_2.4.30'
/usr/bin/ld: /usr/lib64/libxml2.so.2: error adding symbols: DSO missing from command line

This seems to be caused by a binutils bug 2095926.  I've filed https://src.fedoraproject.org/rpms/cgnslib/pull-request/3 to disable LTO on EL9 for now.  If you want to add me (orion) to the package I can request and build the epel9 branch.
