Description of problem:
Simple-kmod fails to build while enabling KVC. 

Version-Release number of selected component (if applicable):
OCP 4.11- nightly 

How reproducible:


Steps to Reproduce:
1. On a 4.11 cluster run the simple-kmod example

Actual results:
build of simple-kmod fails with error:

STEP 17/19: RUN systemctl enable kmods-via-containers@simple-kmod
Failed to enable unit, unit kmods-via-containers does not exist.
error: build error: error building at STEP "RUN systemctl enable kmods-via-containers@simple-kmod": error while running runtime: exit status 1

Build to succeed
