It looks like you have different trusted CA on these two machines, that's not a bug in oc, just a mis-configuration on the client environment.

Ross check if this might be related with golang changes, maybe something has changed in golang when we switched to 1.18, which roughly matches the time frame.

Yes, this appears to be a duplicate. ART team is working on getting a Go 1.18.2 point release through QE. Tracking here:
