Description of problem:
Enable ssh service for the VM and then restart the VM, the ssh service is not enabled.

It should be enabled after the VM is restarted.

How reproducible:


Steps to Reproduce:
1. enable ssh for vm
2. restart the vm
3.

Actual results:
ssh is not enabled in the UI

Expected results:
ssh is enabled in the vm details tab
