Description of problem:
When the user uses the search and filters for a name its confusing that no or wrong data are shown when the name filter is cleared again.

Version-Release number of selected component (if applicable):
Could reproduce this issue on 4.9, 4.10 and 4.11
4.7 and 4.8 works fine

How reproducible:
Always

Steps to Reproduce:
1. Navigate to the search
2. Select a resource type (that has some data, like ClusterRoleBinding)
3. switch filter to name
4. Enter a name
5. Clear the name input again

Actual results:
No entries are shown

Expected results:
When the name is cleared I would expect that all resources are shown again

PR was just merged against openshift/master branch, it should be included in 4.12

1. Navigate to the search

5. Clear the name input again, all ClusterRoleBinding are shown again
