Description of problem:
Create a windows VM from CD, the vm is stucking with WaitingForVolumeBinding status, the backend PVC is in pending state and wait for first consumer to be created before binding.

How reproducible:


Steps to Reproduce:
1. select a windows template and goes to customize mode
2. check "Boot from CD" and fill the ISO in the URL
3. select a blank disk and create the VM

Actual results:
VM is stucking with WaitingForVolumeBinding 

Expected results:
VM can be installed from the ISO
