I have simplified the reproducer. The issue here is that the VLAN is not being created in top of the dummy and therefore the bridge verification is failing because a port is missing.

Here is the reproducer:

Notice the following information on the logs:

I am investigating why this happened.

Verified with:
nmstate-2.1.3-1.el9.x86_64
NetworkManager-1.39.10-1.el9.x86_64

Used attachment in #comment1 , it works.
However, if using the attachment(https://bugzilla.redhat.com/attachment.cgi?id=1885716) in the original report, I got another ovs error: https://bugzilla.redhat.com/show_bug.cgi?id=2113871
