Tracker bug for bootimage bump in 4.11.  This bug should block bugs which need a bootimage bump to fix.

The previous bump was bug 2065893.

We need to have RHEL 8.6 as part of the RHCOS 4.11 bootimages; increasing sev/pri and marking this as a blocker+ appropriately
