Updating the IBM Cloud reference to IBM Cloud VPC was partially addressed by https://github.com/openshift/openshift-docs/pull/44537. While this is a Nutanix PR, the incorrect reference to IBM Cloud VPC was also addressed.

Updated the 4.10 doc to correct the incorrect reference [1]
