Description of problem:
When a user saves role bindings in the project access page and wants to update these settings again, it requires that the user presses reload again.

When the user made some changes already to the settings these changes get lost.

Version-Release number of selected component (if applicable):
4.11 only (works fine in 4.10)

How reproducible:
Always

Steps to Reproduce:
1. Switch to "Developer" perspective
2. Navigate to project > project access
3. Add a new user with view permission and save this changes
4. Edit the permissions to edit and try to save them as well.

Actual results:
The save button stays disabled. The blue bar "something has changed" doesn't appear.

When the user presses reload his data got lost (that's okay). Now the user can change the settings again and press save.

Expected results:
The save button should work similar to the first time directly when the user changes the role.
