There is a Stalled Package request for this. https://pagure.io/releng/issue/10863 It is currently 6 days old. Once that is done, this can progress.
For this package specifically, I think it'd be great to get https://src.fedoraproject.org/rpms/python-werkzeug/pull-request/9# merged first so you can avoid compat break in el once the package is imported?

The package has been updated to python-werkzeug-2.2.1 Since the doc and testing dependencies are not yet in epel9, it again has been built without them.
