Diagram showing the missing 'View details' link on the Details card.

Description of problem:
On the Virtualization Overview page, the 'Details' card is missing the 'View details' link from the upper right corner.
When you click on the 'View details' the user should be taken to the Installed Operators page > filtered by the Openshift Virtualization Operator Details page.

Navigate to the Virtualization Overview page and view the Details card.

@fkargbo Should we only filter by the OpenShift Virtualization Operator? What if the HCO was used instead?

@phbailey That's a good question! I don't remember us covering the HCO scenario. Let me pull Kobi into the conversation to hear his opinion.

@yzamir Do we need a different link if the HCO was used instead?

Notes:
a - make sure that non admins don't get this link (non admins can't see opertors at all)
b - we only support "OpenShift Virtualization Operator" so we can always link to that operator.

extra points:
c - you can know what operator is installed, check what operator installed, and link to that one.

verified on v4.11.0-64
1. cluster admin can see the link "View details" and it leads to virt operator details
2. non-admin don't have this card
