Rebase CAPG to the latest changes, newer changes include important bug fix.

Run regression test on GCP (enable featuregate), clusterversion: 4.11.0-0.nightly-2022-06-15-222801, 

Total: 75 test cases, 
69 Passed, 
1 Failed, as balancesimilarnodegroup doesn't work on ccm cluster, 
5 Waiting, for CAPI cases, as for this feature, we are not sure what needs to be tested. Can you please tell me what's special need to be tested?
