affinity-modal-as-non-privileged-user

Description of problem:
when adding affinity node rule as non-privileged user the modal stuck on loading

Version-Release number of selected component (if applicable):
4.11

How reproducible:
100%

Steps to Reproduce:
1. log in as non-privileged user and enter a VM and move to scheduling tab
2. add node affinity rule of any kind and click save affinity rule
3. watch loader stuck

Actual results:
loader stuck

Expected results:
no loader is shown
