The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Mostly it was just me noticing things out of sync with the current fedora guidelines.  If you want to fix it up there and wait for RHEL10 I'm fine with that.

I have just discovered that %sysusers_create_compat macro generates about the same %pre section as bind already does. So it seems the only difference would be installing also sysusers config file. I am not sure it is worth updating in CentOS 9. I would leave it only for Fedora modification.
