Description of problem:
openldap is using static useradd scripts

# create ldap user and group
getent group ldap &>/dev/null || groupadd -r -g 55 ldap
getent passwd ldap &>/dev/null || \
        useradd -r -g ldap -u 55 -d %{_sharedstatedir}/ldap -s /sbin/nologin -c "OpenLDAP server" ldap


Expected results:
use of system-sysusers

openldap-servers package is not built on RHEL 9 at all. Hence, there is no need to modify this part of the code.
