It appears `minizip-devel` and `librttopo-devel` are in EPEL9 now?  Is this ready to be tried again?

Still need mingw to be disabled in EL9 - I've update the PR.

Scratch build: https://koji.fedoraproject.org/koji/taskinfo?taskID=92287342 looks promising.
