Description of problem: The link on Installed Operators page leads to https://access.redhat.com/documentation/en-us/openshift_container_platform/4.11/html/operators/understanding-operators#olm-what-operators-are, which does not exist.

Expected results: documentation page / redirection


Additional info: the similar page for 4.10 exists, so pointing or redirecting to 4.10 docs might be a workaround

That link works for me. The bug was filed before 4.11 GA, so the 4.11 collection was not published. Docs does not control the links that the console uses, so we cannot address the root cause. Consider filing a Jira issue to one of the console components: https://issues.redhat.com/projects/OCPBUGS
