chore: update external-provisioner to the latest upstream release for OCP 4.11.
Changelog since v3.1.0 (= OCP master) and v3.2.0 (latest upstream): https://github.com/kubernetes-csi/external-provisioner/blob/v3.2.0/CHANGELOG/CHANGELOG-3.2.md * Users will be able to clone a volume with a different Storage Class. The destination volume no longer has to be the same storage class as the source. (#699, @amacaskill) * allows the PV deletion to succeed even if SC was deleted or does not exist at time of PV deletion. (#713, @humblec) The rest looks not so interesting.
Regression test on 4.11.0-0.nightly-2022-06-21-151125 on Azure/vSphere passed. Test includes provisioning/resize/snapshot. Update status to "Verified"
