Update external-snapshotter to the latest upstream release for OCP 4.12. This includes change of snapshot CRDs and client in snapshot-controller-operator!

Regression test on 4.11.0-0.nightly-2022-06-21-151125 on Azure/vSphere passed. Test includes provisioning/resize/snapshot. Update status to "Verified"
