Description of problem:
lspci and other net tool required for testing PTP .
Also l2 discovery  dependency 

Add an ability to run a container with this tools and verify ptp configurations.

I see the support for lspci and tcpdump arp, ping what other l2 support should be supported I.E LLDP which isn't supported yet ?

we also need the pmc commnad

issue is verfied the pmc can be used from the ptp pod

verified on version 

[obochan@obochan ~]$ oc version
Client Version: 4.10.18
Server Version: 4.11.0-fc.3
