Description of problem:

The Noto fonts version shipped by Fedora (v20201206) is years old. Many new fonts and fixes to old fonts have since been added at https://github.com/googlefonts/noto-fonts .

Steps to Reproduce:
Install Noto fonts from Fedora repos

Actual results:
Get old versions from 2020

Expected results:
Get latest versions with bugfixes and new scripts

I do not see any new upstream release happened here. Its good to first ask upstream to release a new tarball.
