Stap server binary doesn't seem to be packaged with devtoolset-12:

7 x86_64 # service devtoolset-12-stap-server start
/etc/init.d/devtoolset-12-stap-server: line 17: /opt/rh/devtoolset-12/root/usr/bin/stap-server: No such file or directory

7 x86_64 # rpm -ql devtoolset-12-systemtap-server | fgrep bin/stap-server
7 x86_64 #

It was packaged with devtoolset-11:

7 x86_64 # service devtoolset-11-stap-server start
Starting stap-server -a "x86_64" -u "stap-server" --log "/opt/rh/devtoolset-11/root/var/log/stap-server/log"

7 x86_64 # rpm -ql devtoolset-11-systemtap-server | fgrep bin/stap-server

This is intentional; some of these components are too hard to build & make functional in the DTS/SCL environment.
