I'll take the EPEL track.
For epel9, I've untagged the only rubygem-rack package.  It's never been installable, and won't be until other rubygems make it into epel9.  When / IF those dependencies make it into epel9, we'll do it with the latest rubygem-rack, that has this fix in it.

I will update epel8 to 2.2.4 (it's currently at 2.2.2).

Still investigating epel7
