There is currently a known issue that the OVS minimum bandwidth value is not cleared from the port when a user removes the network policy. The workaround is to manually delete the Queue register from the OVS database: $ ovs-vsctl destroy Queue <queue_uuid> The Queue register can be found looking for the Queue "external_ids:port" reference, that contains the Neutron port ID.
