Description of problem:
As a developer, I want to see fewer (or in the best case no) warnings when opening the developer perspective. And as a user, I want to have accessibility labels for nav groups.

Steps to Reproduce:
1. Open dev perspective

Actual results:
See this warning ~30 times:

  For accessibility reasons an aria-label should be specified on nav groups if a title isn't

Expected results:
No warning, at least not this one
