Verified on 4.10.0-0.nightly-2022-06-22-130926.

$ ./openshift-install gather bootstrap --dir ipi
INFO Pulling debug logs from the bootstrap machine 
INFO Bootstrap gather logs captured here "/home/jima/temp/4.10.0-0.nightly-2022-06-22-130926/ipi/log-bundle-20220623022554.tar.gz" 

Both whole journals log and the result of command netstat are collected.
$ ls -ltr log-bundle-20220623022554/bootstrap/journals/journal.log.gz 
-rw-rw-r--. 1 jima jima 71039 Jun 23 02:25 log-bundle-20220623022554/bootstrap/journals/journal.log.gz

$ ls -ltr log-bundle-20220623022554/bootstrap/network/netstat.txt 
-rw-rw-r--. 1 jima jima 75232 Jun 23 02:25 log-bundle-20220623022554/bootstrap/network/netstat.txt
