Description of problem:
Some error messages do not get displayed in the error page making it hard to diagnose errors.

Easy

Steps to Reproduce:
1. Visit https://bugzilla.redhat.com/rest/bug?id=2099809/comment

Actual results:
Error page without a message.

Expected results:
Error page with a message.

This may be impacting more than rest, check the other api endpoints and the UI.

On QA server.

- Make REST/JSONRPC/UI calls that fail.
- Errors are displayed.
