Description of problem:
Due to the generic watcher/retry refactor in ovnk, during pod update the old version of the object is passed to the pod delete handler. The delete handler will check if the pod is completed, but since it has the old version of the pod this check will fail. The consequence of this is that the IP will not be freed for a completed pod, so the node may run out of IP addresses.
