I am already committer, but I think the branching needs to be requested/done by admin. This packages is needed for yubico-piv-tool (bug #2100022), but there will be more.

I've described this issue on yubico's github: https://github.com/Yubico/yubico-piv-tool/issues/422 I was able to build gengetopt from source - so it is probably not a hard package to build - surprised to see this ticket unhandled for such long time - but then again I know nothing of the intricacies of package building for EPEL.
We (Rocky Infra/Releng) had been testing a build of gengetopt [1] for some other tools last month, but had not gotten back to updating this ticket. As you mentioned, gengetopt builds from source and from our testing is working just fine with yubi tools (specifically yubihsm-shell [2]). I am not in the packagers group yet, but would be happy to help comaintain this package. Looks like Gerrett is not active anymore, so reassigning needinfo on Mosaab, who is still the package admin and looks like he was active more recently.
I brought this up at EPEL steering yesterday and it was recommended to follow the Stalled EPEL request flow [1] I'm working on becoming sponsored into the packagers group so I could file this, but if you wanted you could probably file this, instead, if Mosaab does not respond.
