.The `metrics` RHEL System Role automatically restarts `pmie` and `pmlogger` services after an update to their configuration Previously, the `pmie` and `pmlogger` services did not restart after their configuration was changed and waited for handler execution. This caused errors with other `metrics` services, which required `pmie` and `pmlogger` configuration to match their runtime behavior. With this update, the role restarts `pmie` and `pmlogger` immediately after a configuration update, their configuration matches runtime behavior of dependent metrics services, and they work correctly.

+++ This bug was initially created as a clone of Bug #2100294 +++

In some cases, the pmie and pmlogger services need to be restarted immediately if their configuration has changed rather than waiting for handler execution - other metrics services require them to be restarted first
