Description of problem:
On the IPV6 single stack cluster, when set the global proxy, the samples operator does not honor the proxy, bootstrap to Removed directly.

1.Set a IPV6 single stack & proxy cluster on packet
2.Check samples operator after installation successfully.

Samples operator bootstrap to Removed

Samples operator should honor the global proxy
