Description of problem:
Opening bug for https://github.com/openshift/cluster-ingress-operator/pull/793 to add some extra debug logging to TestIngressOperatorCacheIsNotGlobal.

We saw a flake and can't really debug it since it doesn't provide information of why it flaked.

How reproducible:
The CI flake is pretty rare, but this fix is just good practice.

Not really a reproducer to this, probably just look at the code.
