Description of problem:
Cannot add NIC to VM template as non-priv user.

How reproducible:


Steps to Reproduce:
1. As a non-privileged user, try to add a NIC to a VM template. 

Actual results:
The 'Network' field in the 'Add Network Interface' popup keeps loading indefinitely (see attachment).

Expected results:
The 'Network' field loads correctly.
