Description of problem:
vm and template details page use new design for details and scheduling tabs
vmi details page use older design

Steps to Reproduce:
1. go to a vmi details page
2.

Actual results:
details tab have "Scheduling and resources requirements" section, no "schedualing" tab

Expected results:
similar design to vm and templates
