Description of problem:

puppet-ntp (puppetlabs-ntp) was used to configure the ntpd daemon but the daemon was
completed replaced by chronyd. We have removed all reference to this module so we can
remove it from our distribution.

There is one remaining reference to that package in tripleo-puppet-elements,
which is being remove by https://review.opendev.org/c/openstack/tripleo-puppet-elements/+/844369
