Edit Boot Source Reference loading forever

Description of problem:
Cannot add PVC boot source to template in 'Edit Boot Source Reference' view as a non-priv user

How reproducible:


Steps to Reproduce:
1. As a privileged user, clone a template that has no boot source (e.g Windows template) into a namespace accessible to non-privileged users.
2. As a non-privileged user, try to add a PVC boot source from the 'Edit Boot Source Reference' view to the previously cloned template.

Actual results:
The 'Edit Boot Source Reference' view keeps loading indefinitely (see attachment).


Expected results:
The 'Edit Boot Source Reference' view loads correctly.

verified on v4.11.0-77, the action 'Edit Boot Source Reference' is disabled for non-priv user
